President Obama talks a lot about how Americans who like their health insurance will be able to keep it. But Americans who hate their insurance might be able to dump it, according to the proposal unveiled today by Senator Max Baucus, Democrat of Montana.

In the great health care debate, there has been little discussion about full-time or part-time workers who already have health coverage through their employers but who don’t like their insurance, either because it’s too expensive or doesn’t provide sufficient benefits.
But they haven’t been forgotten.
As a general rule, anyone who is offered employer-provided insurance would not be eligible for government subsidies to help them buy insurance through a new government-regulated marketplace, according to the Baucus plan.
But individuals who can show that the cost of their health insurance premiums exceeds 13 percent of their income would be eligible to apply for a waiver, and could then buy insurance through the new marketplace. A similar waiver would be available to people whose employers offer extremely limited health plans.
